About CSLIP

Fund Overview

The Centennial State Liquid Investment Pool (CSLIP) was established as a local government investment pool trust fund in May 2024 in accordance with the laws of the State of Colorado and pursuant to an Indenture of Trust for the purpose of providing a daily liquid cash management and investment vehicle for Colorado local governments. CSLIP offers a conservative, professionally managed portfolio consisting of certain allowable investments with the primary objective of preserving principal, enabling liquidity, maintaining transparency, and maximizing yield. CSLIP seeks to maintain a stable $1.00 per share Net Asset Value (NAV), meaning that Participants’ investments will generally not be susceptible to price volatility.

CSLIP is governed by a Board of Trustees consisting of officials of various local Colorado local governments. The Board of Trustees has a duty to manage the Trust in the best interests of the Trust’s Participants. CSLIP’s Board has appointed and retained an Administrator, Investment Advisor, Custodian, Legal Counsel, and an independent Auditor to service the Trust.

The Trust’s Board of Trustees has appointed an experienced team of professionals to facilitate the management, investment, and operations of the Trust. CSLIP has a local Administrator, Centennial Government Advisors LLC (CGA). CGA is a Colorado Registered Investment Advisor and brings nearly twenty years of Colorado-focused public funds investment experience and serves as the Trust’s Administrator, Record Keeper and Distribution Agent. CSLIP’s Investment Advisor is State Street Global Advisors, which is currently the fourth largest asset manager in the world. State Street Global Advisors brings to the Trust a deep bench of highly experienced short-term fixed income professionals. A Colorado-based team at KeyBank National Association serves as CSLIP’s Custodian.  Polsinelli LLP in Denver serves as CSLIP’s General Counsel. Lastly, a Colorado-based team at Eide Bailly LLP serves CSLIP’s Auditor.

Participants

CSLIP is available exclusively for use by Colorado local governments.

Under State law, any Colorado local government is authorized to pool any funds which are not required to be immediately disbursed with the funds of any other Colorado local government in order to take advantage of short-term investments and prioritize net interest earnings.

A Colorado “local government” is defined in § 24-75-701 C.R.S as any county, city and county, town, school district, special district, or other political subdivision of the State, or any department, agency, or instrumentality thereof, or any political or public corporation of the State.
